It is not illegal, unless it can be shown that the tyres had visible signs of deterioration there is nothing an insurance company can do. Having said that I change my caravan tyres every 5 years come what may even though they look perfect. Having seen the sort of damage that a blown out tyre can do to a caravan it is just not worth the risk. £20 a year is not too big a cost for peace of mind.

For a licence dated 1997 or later you must add together the plated max weight of the caravan and trailer, if the total is 3500 or less you can tow it. You may even tow a caravan with a MAM greater than the cars unladen mass the restriction was removed in 2013

Taking any vehicle onto the road in a dangerous condition could be construed as illegal and an insurance company would have a good case to invalidate any claim but I don't believe tyres have a defined date when they are out of date. They just deteriorate.
I have seen a tyre manufacturer quoting changing your caravan tyres every 10 years.
I have seen articles in caravan magazines quoting changing them every 7 years.
I have seen 5 years quoted on here many times.
I have never seen any insurance policy quoting an age for caravan tyres.
I personally would change them after 5 years, but that's just me.
