Is it a pressure system or do the taps have microswitches?

If its microswitches bridge the wire under the tap and see if the pump runs. If it does the switch needs cleaning or replacing.

If its a pressure system the tap may have a blockage. Or its not actually opening when you turn it.

We had a problem like this couldn't find anything wrong anywhere we were pulling our hair out until.......
we found a kink in the small pipe that runs inside the flexi chrome pipe to the shower. Don't know why it affected the bathroom taps but de-kinking this piped cured the problem.

May not be same as your problem but just a suggestion.

If there are a pair of small wires going to the underside of the tap, then you do have a micro-switched system. Each tap has a small switch to operate the pump.

As has been suggested, you can test by shorting the wiring together (bypassing the switch) or another quick test is to operate a known working tap and then try the faulty one. If water then runs out of the dodgy tap, you know it's a failed micro-switch as basically the good tap is operating the pump on behalf of the faulty tap.
