Oh dear, I feel for you! We have an 18 month old as well who sleeps in a travel cot at the back of the van. I don't think that there is any magic formula to get them to sleep, but making things as comfortable and familiar seems to help.
We added a mattress to our travel cot, as the one it came with seemed very hard. We put a sheet on the mattress which should smell the same as the one on his cot at home, made sure he has his favourite teddies, and kept to a regular home routine - wash, stories, milk, sleep.
He didn't always go off straight away, but we kept to the same routine if he didn't go off of just one of us going in to try to settle him, not talking, just cuddles until he was calm, then putting him back down awake so that he fell asleep by himself rather than on us.
We try to stay out of the van until he is asleep, so we tend to sit in the awning or outside, making sure we have all we need from inside the van - glasses, wine, corkscrew...
It didn't always work, but most of the time it was fine. One or two bad nights whilst we were in France, but that's to be expected. Even at home he sometimes takes a while to settle (last night!) and sometimes gets up early (this morning 5:30!)
