i know that bit of road very well. that is scary in day light. i did the same thing years ago in a blizzard 1 night following a set of tyre tracks south only to meet another truck near the bottom of the duel carriageway heading north at 3am in the morning. its not clear in the video that is a section of duel carriageway about 3 miles long so god knows how the driver did what he did to be heading in the wrong way
I wonder if they had just set off having stopped in the lay-by just past them? Maybe they forgot it was dual carriageway and set off again in the wrong direction?
I came close to a head-on crash with someone who pulled out of a lay-by on the A34 north bound dual carriageway at Hinksey near Oxford, performing a u-turn to head south. I watched them do it in front of me. Much braking and flashing of headlights alerted them and they did quick about-turn and returned to the lay-by. It was a very quiet and early Saturday morning so no other traffic nearby.

There are some junctions on dual carriageways, especially the ones where the crossing roads do not line up and the signs are poorly placed or dirty where this is understandable.
There is a set of traffic lights in Crawley where Manor Royal comes onto the Brighton Road where over the years I have seen half a dozen trucks and cars enter the wrong lane and sit facing oncoming traffic.
Calls to the highways department have resulted in ....... no change at all because there was no actual accident.
bits of dual carriageways bits of single.. need to go back the way you have just come from.. think single and not dual and its easy to see how such things happen..
because people have eyes and they are open (mostly) the worse case scenario is avoided..
people who cant see how it can happen are the ones most likely to have it happen to them.. he he
I travel the A9 quite often, not always towing and I find that when you reach a bit of dual carriageway its like wacky races when some people floor it to get past those who are keeping to the speed limit and they forget to slow down when they reach the 60 mph signs as a reminder.
Its usually when they plough into a slow moving tractor they realise they do not have the response/car of an F1 driver.
Its the kind of road you have to keep your wits about you and becomes really unsafe at 70-80 mph as some of these clowns do!
