Yes, it is dust scorching on the heat exchanger, it is normal, it soon self cures, it is not something you can do anything about or will do much harm, it is an unfortunate feature of these types of heater.
Best after a lay up to put the heater on full belt for 10 minutes whilst you are doing outside chores with the van well aired. Then for that trip it should be minimal.
If you can't live with it, then next van go for one with a wet Alde heater where the surface temperatures of the water to air heat exchangers don't get to scorching levels.
