Its caused when the aluminium skin starts to oxidize which means not treated right before the paint goes on at the factory.
We had that in our avondale it was damp. Depending on how long you have had the van go back to the dealer . Ours looked like woodchip wallpaper thats how we found it . Good luck
Another cause again related to damp is electrolytic corrosion between steel staples, nails etc in the underlying wood work and the aluminium skin. This appears as blisters which on breaking the paint reveal white power that when it falls out it in turn reveals perforation of the skin.
Had this on my avondale it was caused by damp.I ended up replacing the whole internal ply.Now have a damp meter which imho is a must have for any caravan owner.
