If it has a water heater, this will only supply water when it is full. It fills whilst the pump is filling the system, and the pump will only stop once the system is full, which includes the heater. So what you now have to look for are: (1)a dump valve for emptying the heater, and this will have to be closed. (2) a pressure valve, usually close to the water inlet point, and this may need resetting, even if it still works. Its control is usually a small white knob about the size of a 20p piece in diameter.
Once the heater is full, water from it is pushed into the pipes by the pump when it starts up by being operated by a tap's microswitch.
I would make sure that no power is allowed to reach the heater element until the system is overhauled and set up correctly. This can all be done without the need for any water to be heated.
Your first job is to clean out the system and replace any dodgy pipework, then connect the microswitches in the taps and check that they are operating. They click as you open and close the taps, and a simple circuit test meter across each pair of wires will show whether the switches are working.
