I like that idea, probably quite easy to make.
Well I don't know you have got to have the skills to cut the piece of ply or whatever, drill 4 x 6 mm holes in the right places then Copydex on a carpet off cut, don't too readily dismiss my skills with "easy to make".
Best start by making a pattern with a bit of heavy cardboard box. Place this where you think you need it to go and put the bikes in with the clamps in place. Turn the bars and shuffle the pedals to optimise the clamp locations, then mark the position of the holes needed.
These type of roof bolts or other dished head 6 mm bolts are ideal as they can come up from the bottom and with the carpet cut away locally will not fret anything.
I replaced the nuts with nice "nylocks"; my bolts were stainless from a chandlery. I actually also made my clamps using bike quick-release quills but buying those shown is a lot less work if not as much fun. I have two such boards, one goes in the rear of the Disco so 4 of us can go out, two bikes inside , two on the Thule, four people in the Disco.
We've had a MaxxRaxx for several years ... both swan neck fitting and normal.
It's a great piece of kit, and takes up little room.
For the van, we have a double bike carrier mounted on the front hitch bar.
So MaxxRaxx for taking bikes to storage depot in France ... then Van carrier ... then MaxxRaxx for any exploration starts away from campsite.
