Hi having moved to the darkside (static) 2 years ago I'm no longer a caravan tower ,but I have noticed with increasing frequency the amount of people towing caravans / trailers in lane 3 ,mostly on the M5 through the latest road works.has the law changed ? Or is this just ignorance on a minority' or drivers.
Caravan owners get enough bad press as it is .but I feel this will only fuel the anti-caravan brigade

You mean on motorway road works where lane one is closed off leaving 2 full width lanes with no restriction other than temporary speed limit yes? The are endless arguments on forums about whether this is legal & speak to different cops & they will give you different answers.
Once had it on the M5 I was in lane 2 passing a lorry I was doing just under 60 when I was passed by a 4x4 with a twin axel on the back. Not only was he in lane 3 the way he passed me he was travelling at above 70 mile per hour. These idiots need taking off the road.

If it as 3 lanes or more.
Police or highways say you can. ie any class of motor in all lanes ie in road works, whic is a very rare ting to see.

The answer is simple any vehicle towing a trailer is only allowed to use lane 1 and or lane 2 therefore it does not matter how many lanes a road has any lane other than 1 0r 2 is illegal, the only time when this does not apply is if there is an obstruction as you are then left no choice

So only the right-most lane is out-of-bounds, and only if there are at least three lanes. Lane 4 of a 5-lane motorway is legal to use, as is lane 2 of a two-lane section.
I dug out the source law, the Motorways Traffic (England and Wales) Regulations (1982) (PDF here), which clarifies that this only applies if all lanes are open; and gives the exception of being allowed to use the Forbidden Lane to get around a vehicle of exceptional width.
