Well that makes for interesting quality control, they send incomplete vans out to their dealer network.

To be honest, it doesn't matter when the soft bits are added, since under the Law it is the retailer who is responsible for rectifying any faults and not the manufacturer.
I suggest contacting Trading Standards.
