Usually they want a hitch lock and wheelclamp, but it depends where its stored and your budget.
Decent locks are not cheap, what you need to think is how would you remove it if you lost a key. Think destructive removal as long as it can be towed away afterwards.
If its at home then a steel post into the ground with a towball welded to it and a hitch lock to that will provide the best security, otherwise hitch locks are easily overcome.
