Hmm - if it was wires, there would need to be another one near the side, or down the walls . . . Will have a look for a pattern.

Otherwise, i'm thinking the mac may be the explanation

Is there anything to the right of the hook (in line) near the ceiling whereby a piece of string could have been tied to?
If so then the string could have been attached acting as a temporary washing line for drying socks or gloves which the string could then be removed. As heat rises it could have been a solution to drying wet socks or something light.

Don't worry, they don't usually leak from the skylight. Its the roof join you've got to worry about...
