No, it doesn't - that was my suggestion after finding the location (see Llani's link) as it appears the layby's through road is behind the parking area (which is separated from the main carriageway by the grass verge). So I imagine the driver of the towing car pulled into the layby (which the OP describes as "busy") looking for, but failing to find, a suitable place to park car and caravan, presumably not noticing the open tailgate, and carrying on back to the road?
