Is there any reason you can't hang fiamma caravanstore sides off the front to rear arms instead of having to purchase additional 2 tension rod style fiamma rafters?

I use the rafters because I got them 2nd hand along with the sides but there's no reason why you can't use them with the arms. I've done that in the past.
I'd take them down if high winds are forecast.

We use a storm strap over the canopy but I wouldn't trust it up in a gale.

I don't know for certain if this would be good practice or not but personally I would never attach my fiamma sides to the roof tensioner, my reason for this is that the tensioner is no where near as strong as the additional pole that is intended for the purpose, when pegging the side down you/we try to get that side fairly taught, this pull on that rather flimsy pole wouldn't in my opinion be ideal, just my opinion and I'm keen to see what others think.
