I would have thought that the most obvious place to start would be a caravan accessory shop as that's where I got mine from when I needed a pair of new steel rimmed 13" wheels on one of my previous caravans.
You could try here I got a 13" Steel Wheel for my 2001 Bailey Ranger 500/5 if you give them number of stud holes 4 or 5 and PCD 100mm or whatever, found them good on price
Caravan wheels are standard items. There are not many different types. Any large caravan dealer shop will stock them. I imagine they are 5 stud 14inch, yes? Do you have the old wheels? Take one to match up.
You will probably find it cheaper to buy the rims from caravan shop then get tyres fitted & balance at your local tyre depot.
A long time ago I got a spare caravan wheel for a friend from a local scrap yard. Wheel and tyre for a couple of pounds. It took hours walking around measuring the spacing but we managed it. They came off some transit type of van.
A caravan breaker might be a cheap option too.
