When I had a little two berth caravan it didn't come with a spare wheel or anywhere to store one. I had thought about buying one but I would then have to get a cradle for it fitted to the bottom of the caravan and it all added up to a heck of a lot of expense. I didn't have a jack capable of lifting the caravan either...or anywhere to store one.
Needless to say I worried myself silly when towing that something would go wrong, a puncture etc; on a narrow lane or a motorway and that was partly the reason I went back to tents again...not that I am much better off now because my Micra's spare is not much thicker than a bicycle wheel and it would worry me silly having to drive on that
I remember being pitched next to an Avondale caravan. This had a separately carpeted lift up trapdoor in the caravan floor. Much better than the standard Al-ko underslung carrier. I have found this hard to pull out, extraction can be prevented by a high verge, and decidedly dangerous when on a mainland Europe road, when pulling it out would be on the offside.
I did have an Elddis where the spare was located in the front locker, but it put the nose weight over my tow ball allowance, so it had to ride in the van and above the axle whilst towing.

More than likey the wrong towing car half the time as well.
Mabe they should pull them over a bit more, because you see some right outfits out there, and give them a wide berth when you do.

Many trailers do not have a spare wheel, and that includes some HGVs who do not carry a spare.
My small trailer that I use for transporting goods like sand, soil etc did not come with a spare.

There is no such legislation, both for the "trailer" or the towing vehicle.
AND NOW BACK TO THE TRUE STORY, HERE IN WALES.
Yesterday and today are the main days for people to arrive at Llanelwydd for the Royal Welsh Show, so there have been many caravans on the way there, especially to the Young Persons Village, where "decorated" caravans are in-vogue.
Dyfed Powys Police along with DVSA vehicle inspectors have been stopping lots of units, especially if they looked "dodgy" on the approachs to the Show. I understand that many have been issued with Rectification Notices and in some cases condemned. Faults have varied from worn tyres (Points and Fixed Penalty Notices issued), ineffective brakes, no working lights, even to insucure bodywork. It is going to be expensive for some people!

That is my understanding. Logically if it was in legislation as soon as you had a puncture and put on the spare wheel it would be illegal to drive as you would no longer have a spare.

We must make allowances, the author was probably Welsh.
Any trailer has to be in a road worthy condition so no real shock horror here.
It does underline how dangerous is the internet. Uninformed statements get shared around until they become accepted wisdom.
