Potentially awkward depending on how tetchy or anal your neighbours are, but politeness is likely to win cooperation over any other approach. If that fails you've lost nothing, you can complain to site manager, and/or move offending item from 'your' pitch, as good relations with your neighbours don't exist anyway.
You could point out the general (and legal I believe) fire regulations on fire-breaks between pitches, which is 6m gap between main tents/caravans with 3m gap for cars, pup tents etc. on pitch, so I think a wind break almost touching your van is probably breaking that rule, after all it is made from an inflammable material and would transmit fire to your van.
Most windbreaks are not expected to be used in anything more than a breeze, so if the wind is blowing it down, your neighbours shouldn't be using it any way. Bit of a misnomer calling them 'windbreaks' because they can't cope with wind, they really are 'privacy screens'. Not unreasonable to ask them to remove them whilst the wind is blowing them down as they pose a damage risk to your caravan.
I think it's reasonable for you to be able to access your aqua roll unhindered in the first place, if you are both pitched correctly and the site management is on the ball, there shouldn't be an issue.
