Had a look at your photos and they are the gas taps for (top to bottom) Fridge, Water heater and either heater or stove. The taps are definately in the OFF position. They need to be turned 90 degrees to be turned ON. I have the same ones in my 'van. Hope this helps.

There are arrows on each of the taps which identifies the flow of water or gas which basically are fool proof. When the arrows are in line with the pipe it means there is a flow so they are switched ON and when the arrows are 90 degrees to the pipe it means they are switched OFF as shown in the photo.
The post above from 'Flat at' has previously explained what the three taps are for.

they are for the individual isolation of a particular unit usually in the event of a fault
