Im on a caravan site have been for 5 years we have a tourer with awning the caravan next to me have put a whirly washing line up about a foot away from my caravan window is there a legal distance it should be away from my van

The current guideline is 2 metres distance which I'm sure includes all types of washing lines as well.

Get onto the site manager/owner and get him to have a quiet word with the whirly owner, unless you are on good terms with your neighbour.

You don't want a damaged/broken window as you could be looking at £££.

Washing isn’t flammable so I doubt it’s covered by any fire safety regulations, which set out the distance between units.

I too would worry about damage to my van should the stand topples over in high winds.

Therefore, I would be inclined to have a polite word with my camping neighbour to highlight the potential issue, and request for it to be moved further away from my van.

The stands can be pegged down, we wrap bungie cords around ours and peg it as it doesn't take much breeze for it to fall over!
We don't put it near someone else's van. A foot away is thoughtless.

You presumably feel for whatever reason your neighbours are not the reasonable type or you would have spoken to them so you have 2 choices. Once they have gone out either move the line or disappear it.
