Breakaway cables have the sole purpose of applying the trailer breaks in the event of the hitch becoming uncoupled, they are nowhere near strong enough to keep the trailer attached to the car, and would almost certainly snap if brought into play!
On unbraked trailers it's usually a robust breakaway chain that keeps the trailer attached to the tow vehicle in the event of becoming unhitched.
Quite how this caravan remained loosely coupled to the car and it's brakes were not applied hard (my caravan's brakes are capable of locking the wheels!) is mysterious, unless it didn't have a proper breakaway cable and some other breakaway control in place.
Must have been alarming to see a breakaway caravan coming in your direction!
I could be cynical and suggest that a certain criminal element had done a lash up chain round A frame to tow car, to overcome a hitch lock to steal it, and that it was never properly hitched to tow car!
