Think you may be missing the point there. Those 'insignificant' extra static Kgs become far more significant dynamic loads when on the move, at some point that extra 'straw' breaks the Camel's back! Overloading causes addition wear on moving parts, and strains structures in a detrimental way beyond their design criteria.
The max load figures are not working load figures to be aimed at, you don't HAVE to load to the max, they are MAX figures not to be exceeded for safe use.
I sympathise with the problem, my van is a nightmare to keep down to the safe Max load, it is inherently significantly overweight as manufactured, something like 30Kg (40%!!!!) over my towbar max load and around 10Kg over even the van chassis max nose weight. I have to very carefully load it in a compensating way to achieve a safe and correct nose weight.
