If the ball doesn't drop out when you fully lift the hitch handle then the only restriction is the internal friction pads which might be sticking and not fully retracting. Once you get the ball out, you need to remove the small round plastic dust caps that fit horizontally each side of the stabiliser hitch then give the friction pad shaft a tap with a hammer and bolt which the pad will then eject into the hitch chamber (where the towball connects). Clean up the friction pads with a wire brush then tap them back fully into place from the centre outwards then finally replace the plastic dust caps.

Just had a thought, have you removed the hitch lock before you try to remove the plastic ball?
