Chances are one of two things, or a combination, are affecting it, it may have ingested some dirt or grit, or the moving parts have simply started to fret due to friction between them, fresh lubrication alone may not be sufficient to revive it to it's best as it may have 'particles' impeding it's action. Cleaning moving parts before fresh lubricant may give best results.
Not familiar with the earlier double acting Kampa pumps, but my later single acting pump is easy to disassemble (only do it if you are confident at dismantling and reassembling things correctly!). Clean all parts thoroughly with water and dish-washing detergent, rinse thoroughly, dry thoroughly then use silicone grease (DIY store plumbing section, for use on taps) on the moving bits. Be sparing, no need for excess oozing out everywhere, but ensure all moving surfaces lubricated!
Not wise to use mineral oils/greases, as they can react with plastic parts, AND they may get blown into awning air tubes with detrimental effects!
