When I bought my van s/h, I had a new and untried towbar on car, so was not sure if the 13 pin socket was fully wired (towbar fitted as option on new car, no one could tell me if it was fully wired or not!), on picking up the van the ATC light didn't work, but you could hear the ATC unit going through it's motoring manoeuvres, which indicated that the power was getting through (towbar socket obviously OK).
I asked the dealer to fix the warning light, which they agreed to do. I had to drive the van home with the light out (to be taken back to dealer for the fix to be done), and due to numerous less than ideal issues with the van setup, the ATC did kick in a couple of times, so that convinced me the basic unit was functional, but the light was not critical in it's functioning. The light is of course fairly essential in pre-journey checking!
The light is ALWAYS on when the power is applied to the ATC, it varies in it's display from solid green, to flashing green to red depending what condition it is indicating, but if there is power to the unit, the light should be lit someway!
I gather the light design is flawed, and water can ingress to cause malfunction, which is a far from uncommon problem!
