I'm not aware of any plastic sheet incorporated with a caravan toilet but more to the point, there have been several different models of Thetford toilets manufactured over the past years therefore it would be advisable to state the toilet model number so members can provide a more detailed answer.
If you don't know the Thetford toilet model number, just Google 'Thetford Toilets' and then click on 'Images' which will provide numerous pictures which you can then select and detect the model number that way.

You are not making it easy for us to help you because we don't know what model toilet you have, and parts do vary between models and over time! Caravan details in your profile or toilet model number would be essential for us to be specific in answering your question.
Assuming it's a current toilet model, and working from your description it sounds like it's item 6 (water diverter) on the following diagram from Thetford: https://www.thetford-europe.com/api/v1/Document/1482/ContentDownload?h=1b4f8257ab1........
If it is that item, it's not essential to the function of the toilet, but a slight risk of abrading/cutting hands on ragged edges when using/cleaning the toilet exterior. Mine disintegrated years ago, I just trimmed the sharper edges off. Obviously if it's damaged it can't perform it's function, but then I've never had water running down front of bowl that needed 'diverting'!

It would be interesting to know what the outcome was on this post whether the OP decided to trim the plastic as suggested or replaced the complete plastic guard above the flap handle.
