Unless the land has planning permission for residential use, it is not legal to live full time there, which is why it is difficult to find somewhere to put a caravan and live in it.
It also explains why caravan dwellers need to make arrangements for a fixed contact address somewhere for post, banks,driver licence, insurance, etc. (note: to have a post box address, you need to supply a fixed address).
Most (touring)caravan dwellers fall into 3 catergories:
(a) they have a permanent residence, but for reasons of work or family need to live elsewhere seasonally.
(b) they want to go adventuring, so want a home they can take with them.
(c) they have no other option - caravan, tent or street.
It is NOT an easy alternative for somewhere to live, so first think carefully about why you are considering it, and how any work or family commitments will fit with it - you may find that you end up miles from where you want/need to be.

There was somebody not so long ago who already lives full time in a tourer, they posted on the static forum (about buying a static to rent out). If you can find their thread, maybe pm them for advice about full time tourer living, as they can probably give you some good tips,

Things to consider:
There are quite a few places that, in order to earn a bit of income, will "turn a blind eye" to somebody using the land as residential. Somebody prepared to do this is probably not going to be too worried about your welfare, so offered facilities (fresh water, sewerage disposal, electricity, etc) may well be very hit and miss.
Also bear in mind that on this sort of site, your residency will be extremely uncertain, as you will not have any rights or security; the local council may take out an enforcement (against the land owner) which in turn will mean you being told to move on. More likely is the land owner gets a better offer from somebody, maybe for solar panels, an investor who wants to turn the land into a holiday site, or a builder to develop the land.
In all these cases you will need to find somewhere else, possibly in a hurry, possibly at a time that is extremely inconvenient for you (what happens if you are unwell?) so make sure that you realise and accept this risk.
You could be better moving around from registered site to registered site, but need to plan ahead especially for winter.
It is definitely possible to live full time in a caravan - whether through choice or necessity - but make sure that you have thought about all the risks and have a back-up plan.
Also consider insurance - one question that is generally asked for car insurance is "where will the vehicle be usually kept overnight?" so think about how to answer this without actually lying. (Same applies to the caravan, if you insure it)
