Hi,
Yes i agree, the hitch must be able to turn freely to allow for the camber of roads, if it were stuck fast with no movement you would have problems with the caravan tilting and lifting everytime you drove over bumps or speed ramps etc.
As long as the hitch clicks on to the towball and won't budge, then all is fine.
