Hi C-G,
1) frost on the outside of a 'working' gas bottle is quite normal. The amount of frost depends both on external temperature and humidity and the amount of gas being used in the 'van. As the liquified 'gas' in the cylinder evaporates, the remaining LPG (propane in the calor red cylinder) cools down; more gas being used gives more cooling. Any water in the atmosphere then condenses on the cold walls of the cylinder where the 'liquid' gas is, giving a useful indication of the amount of 'liquid' gas in the cylinder.
2) if your water system uses microswitches on the taps then, as others have said, one or more of the microswitches isn't turning OFF.
However, if it uses a pressure switch to activate the pump, then if you have a leak, the water pressure may never build up high enough, when the taps are closed, to operate the pressure-switch to turn off the pump.
I had to effect a repair on a friend's Crystal filter housing last holiday. The thread that accepts the body of the filter cartridge had cracked causing a leak. Using a combination of Teflon tape and 'Selastik' we managed to seal the broken 'threads' and it's been OK for a couple of months, even using the mains water adapter kit.
