Double-sided sticky tape or pads work for me..
The tape I have is about 2 inches wide; two strips of that on the back of the plate and then plate pressed to van. The tape is also used/available for sticking carpet (& tiles) down. The double-sided pads can be bought in various sizes, same method of use!

Its caled "TrimTape" and is available from Halfords etc.
It sticks better when warm so I usually put the tape roll on a radiator prior to use and warm the no plate and the area on the caravan with a hair dryer
I have used in the past stick on Velcro, use three or four strips vertical on the back of the number plate, then stick the furry pieces equally across length of the plate, cut same lengths of the hooks pieces and place them on the furry bits, remove the backing strip and carefully push in place on the caravan, with a little care you can remove the plates whenever you want to, and I have never lost a plate yet. I used this method so I could swop it between caravan and a little trailer I have.
I stuck mine on with the same sealer i was using on the awning rails etc Sikoflex, it's a bit expensive just for the number plate but it's still there.

I have used the Halfords stuff for years, it is at the counter where they make up the number plates, and never had a problem....except getting them back off. You have to seperate the foam in the middle of the tape, then clean off the sticky stuff.
Just make sure that you clean the surface properly before you stick them on
A word of warning.DONT be tompted to buy the sticky stuff form the £1 shops, it may seem like it's stuck then as soon as your back is turned!! off it falls!! pay for the genuine stuff.... ( i speak from experience)!
