 Dawlish sands is a good site for people who want to use public transport. Me and my partner do not own a car and so used the train to get there. Dawlish Warren station is about ten minute walk from the site.
The site itself is very basic and small. We stayed in the smallest caravan and although the set up was basic (the oven has no built in ignition so you must bring matches!) everything worked well and there was plenty of hot water for both of us every morning. However, because of the train station being so close you do hear the trains going by and there are also some minor traffic noises. The on site shop is well stocked and there is also two small food shops outside the site. We had no problem with the staff.
The beach is a ten minute walk away. I have to admit I was a bit disappointed when I first saw it (it was full of seaweed) and the walk seems further than it actually is. However, the more you explore the better it gets and there's some lovely stretches of silky sand. There is also a sea edge footpath to the neighbouring town of Dawlish. Its a lovely walk, although there is not a great deal when you get there.
I would recommend you use the trains over the buses, they are much cheaper. Dawlish Warren has an excellent train link to Exeter, and the city is well worth a visit.
Overall, as long as you use it as more of a base than a inclusive holiday then you can't go far wrong. We enjoyed a lovely holiday there.
