We stayed here for three nights (initially we booked four but left due to noise) during peak season.
The views from the campsite above the pine trees are stunning - the Alpes are lovely in the summer and we had some magical experiences walking up in the mountains both inside and outside the Mercantour National Park. The local area is highly recommended and I'd go back anytime.
The local town of Barcelonnette is also very pretty and I would love to see the contrast in winter.
Getting there is a long drive but is very beautiful once you leave the autoroutes.
The campsite itself is limited in immediate views due to the trees, but the mountains tower over it. It is set on the banks of the 'stream' (more of a river) but there is quite a distance and views of the stream from the pitches aren't great. Our pitch was near the entertainment which was a disaster - we have a young baby and the place is basically like a Dutch youth club. The noise was awful and it appeared to be out of control after 6pm - we assumed the parents were all far enough away not to hear! My husband saw a teenage girl go into a male toilet cubicle with a teenage boy (guess the rest) and the swimming pool was rather chaotic. We weren't enamoured with 15 year olds bombing every corner as it made it unusable for everyone else - again it seemed out of control.
We guessed that maybe the owners were letting students run the place for them as we didn't see anyone over 25 working there. It showed in the standard of the place that there didn't seem to be anyone in authority.
The sanitary facilities were average, toilet paper was non-existent at 8am, for a 4 star French campsite it was a bit poor. However they were ok.
That said if you have teenagers you want to offload and take no responsibility for then you'll like the Rioclar.

We pasted by the site twice before finding it, as it is situated in a pine wood just off the main road. Found the reception friendly and booked in for an over night stop. As it was the end of the season the site was very quite, only a few campers on site.
Pitches are very private due to the pine trees.
Toilet block we used was near the swimming pool and was clean and tidy, with hot showers and pot washing facilities. Also near the pool was a large bar/restaurant which was closed during our visit. The river is access-ably from the site where there are river walks and canoeing.

Very pleasant site with fantastic countryside for walking, climbing, white water rafting, driving.
Good quality service blocks and a nice restaurant.
Mostly pine needle base, but good sized pitches amongst pine trees.
We got a mini flood through our tent one day (whilst away), result of a freak flash rainstorm. Nothing that wasn't quickly sorted out.
Very friendly and helpful staff.
Barcelonette is great for evening strolling and cafe/bar times.
